third-world countries is for use by
those
students who applied before July 1, 2017.
They can use the following list to ascertain if they are required
to pay the Administrative Fee according to the old fee policy.

NOTE ONE: If your country is on this list but your income is low and paying the fee would be a burden to you, please submit an Administrative Fee Waiver form and we will gladly give you a Waiver. We do not want the fee to be a burden to anyone.
NOTE TWO: If your country is not on this list but you make enough money that the Administrative Fee would not be a burden to you, please prayerfully consider paying the fee. You are not required to pay it but please pray about doing so. This will help keep everything free for the less fortunate who cannot pay the fee because it would be a burden to them to do so.
